Live updates: National Guard deployment latest and state and cities’ lawsuits

Omar Jimenez: Outside the US Army Reserve Center in the Chicago suburb of Elwood, a CNN team on Tuesday could see military personnel in uniform, with a Texas National Guard patch on their left arms.
Texas Gov. Greg Abbott told Fox News early Tuesday afternoon that Texas National Guard troops are “already in Illinois,” despite a lawsuit by Chicago and Illinois to stop the federalization of National Guard troops from their state and Texas. Those troops are not expected to immediately begin operations in Chicago, but will receive crowd control and legal training ahead of any specific assignments, a law enforcement source told CNN earlier in the day.
As our CNN team shot footage Tuesday in Elwood, trucks were moved in front us, essentially blocking our view. Every so often we could see a few people in camouflage walking around between the trucks.
Shimon Prokupecz: The area surrounding an Immigration and Customs Enforcement facility in Portland, Oregon, was completely shut down late Tuesday morning ahead of Homeland Security Secretary Kristi Noem’s visit to the city.
Portland police and federal authorities established an expanded security perimeter, blocking nearby streets and restricting access to the site.
Portland police officers in helmets could be seen in the street.
Members of the media were pushed back. Local news outlets were told to leave the area, and we all ended up standing behind yellow tape about a block away.
The ICE facility has been the site of protests for months. Protesters who have been camping out near the facility for several weeks have been cleared out.
The Trump administration has been trying to send National Guard troops to this facility, but a federal judge has blocked any deployment to Portland until at least October 19. The Ninth Circuit Court of Appeals announced Tuesday it will hear the case Thursday.
