Commissioner General, Kenya Revenue Authority
Adan Mohamed was sworn in as Commissioner General of the Kenya Revenue Authority (KRA) in May 2026, taking charge of Kenya’s tax administration amid mounting pressure to increase revenue collection and stabilise public finances. His appointment followed a rapid interview and vetting process, signalling urgency within government to strengthen tax compliance and improve fiscal performance amid debt-servicing obligations.
Before assuming the KRA role, Mohamed served as Chief of Strategy Execution in the Executive Office of the President, a position he took up in November 2023 following a government reorganisation under Executive Order No. 2 of 2023. The office reports directly to the President and is responsible for coordinating the implementation of flagship national priorities. Prior to that, he had been appointed to the President’s Council of Economic Advisors.
Mohamed previously served in multiple Cabinet roles. He was Cabinet Secretary for the East African Community and Regional Development and, earlier, for Industry, Trade and Cooperatives, from 2013 to 2018. In 2015, he also served as Acting Cabinet Secretary for Agriculture, Livestock and Fisheries. During his tenure in Trade and Industry, Kenya improved its World Bank Doing Business ranking from 136th in 2014 to 61st in 2018. It was recognised as one of the most reformed economies globally for three consecutive years.
Before entering public service, Mohamed held senior executive positions in banking. He served as Chief Administrative Officer at Barclays Africa, overseeing 10 subsidiaries across the continent, and as Chief Executive Officer of Barclays Kenya for more than a decade. He also served as Managing Director for Barclays East and West Africa and held senior finance roles within the Barclays Group. Earlier in his career, he worked at PricewaterhouseCoopers in London, where he focused on management consulting and business advisory services.
Mohamed holds a Bachelor of Commerce (Hons) degree from the University of Nairobi and an MBA from Harvard Business School. He is a recipient of the Elder of the Order of the Golden Heart (E.G.H.) for distinguished service in both the public and private sectors.
