Internet access restricted before election

Uganda’s communications authority has ordered service providers to suspend internet access ahead of Thursday’s general election. The Uganda Communications Commission (UCC) cited public safety concerns as the reason for the directive.
The decision follows earlier denials by the UCC regarding potential internet disruptions, despite reports circulating about a possible blackout.
Election Preparations and Internet Suspension
The UCC has instructed all service providers to suspend internet access starting at 18:00 local time (15:00 GMT) on Tuesday. A date for the resumption of services has not been announced. Mobile data users have already reported disruptions, although some businesses with wireless connectivity remain operational. Voice calls and basic SMS services are expected to continue functioning.
Justification for the Action
According to the UCC, the suspension is based on a “strong recommendation” from security agencies, including the army and police. The UCC stated the measure is a “precautionary intervention to ensure peace, protect national stability and prevent the misuse of communication platforms during a sensitive national exercise.” The stated goals include preventing online misinformation, disinformation, electoral fraud, and incitement of violence.
Background and Previous Disruptions
During the 2021 general election, which was followed by widespread protests and numerous fatalities, internet access was restricted for at least a week.
The Upcoming Election
Thursday’s presidential election features a rematch between incumbent President Yoweri Museveni, who has been in power for four decades, and Robert Kyagulanyi, popularly known as Bobi Wine. Museveni is seeking a seventh consecutive term and has campaigned on a platform of “Protecting the Gains,” emphasizing continuity and stability. Bobi Wine is campaigning with the slogan “Protest Vote,” advocating for generational change. Six other candidates are also participating in the election.
Response to the Suspension
Bobi Wine released the UCC’s letter detailing the internet shutdown on X. He encouraged supporters to download an application designed to facilitate communication via Bluetooth technology. The UCC has indicated it has the ability to restrict the operation of this application. Bobi Wine has characterized those responsible for the decision as “cowards.”
