Kenya Considers Huawei Training for Government Digital Skills

Kenya’s School of Government (KSG) is in discussions with Huawei’s local unit regarding a potential partnership. The collaboration is intended to support digital transformation within Kenya’s public sector.

KSG is exploring a partnership with Huawei to leverage emerging digital technologies. The goal is to strengthen leadership development, improve institutional efficiency, and foster innovation within public administration. Discussions include the development of a memorandum of understanding to facilitate long-term cooperation, knowledge transfer, and alignment with national digital transformation priorities.
Kenya’s Digital Master Plan
Kenya’s Digital Master Plan 2022–2032 aims to digitize all public services and establish 1,450 community digital centers. The plan identifies information and communication technologies as a key pillar for socio-economic development. Investment in civil-service skills is considered essential to enable more accessible and efficient public services through digital technologies.
Skills Development for Civil Servants
According to the Organisation for Economic Co-operation and Development (OECD), achieving digital government requires new working methods and skills within public administrations. Governments should promote the skills, attitudes, and knowledge necessary for civil servants to operate effectively in a digital environment. UNESCO emphasizes that civil servants do not need to become technical experts, but should understand emerging technology trends and their societal implications to lead digital transformation and governance initiatives. Essential skill areas for civil servants include digital planning and design, data use and governance, and digital management and execution.
