Kenya Seeks World Bank Aid for Digital Health Initiatives

President William Ruto’s administration is collaborating with the World Bank to modernize Kenya’s health sector and reduce maternal deaths. This initiative follows discussions between Health Cabinet Secretary Aden Duale and a World Bank delegation regarding ongoing health support programs.

Health Sector Modernization Plans

Kenya seeks to utilize World Bank expertise in areas including digitization and accelerating improvements in maternal and newborn health. The government also aims to strengthen knowledge exchange to support ongoing reforms within the sector. Legacy loan resolutions have paved the way for requests including an extension of the Health Emergency Preparedness, Response and Resilience (HEPRR) program to September 2030, enhanced safeguards support, and expedited fund disbursement.

Social Health Authority Registration

Health Cabinet Secretary Aden Duale reported that approximately 29.6 million Kenyans have registered under the Social Health Authority (SHA). This milestone is considered a significant step toward achieving universal health coverage.

Maternal Health Initiatives

The Ministry of Health has prioritized maternal health initiatives, focusing on strengthening emergency obstetric services, streamlining referral networks, and integrating health information systems. A national hotline has been established for reporting maternal deaths occurring in health facilities.

Kenya Medical Supplies Authority and Certification

The government is committed to strengthening oversight at the Kenya Medical Supplies Authority (KEMSA) and improving supply chain efficiency to ensure consistent access to essential medicines and commodities. Kenya is also pursuing World Health Organisation (WHO) Maturity Level 3 certification by June 2026, which is intended to enhance regulatory systems and build confidence in the country’s health products framework.

Health Sector Compact and International Engagement

The Health Sector Compact, launched in December of the previous year, is aligned with the National Health Financing Framework and designed to promote results-based financing. Following the launch, a Kenyan delegation has engaged with Japan to translate commitments into tangible outcomes.
