Petworth Sees Growth of Black Women-Owned Businesses

A block of Upshur Street NW in Petworth is recognized for its concentration of women-owned businesses, and Washington, D.C., is celebrating them during Black-Owned Business Month. Despite economic concerns, consumer spending has increased this summer, benefiting these local establishments.
Petworth Business Community
Several Black women-owned businesses are located on a single block of Upshur Street, including Petworth Cigars, Flowers by Alexes, Elephant in My Room, and Cookie Wear. Flowers by Alexes, owned by Alexes Haggins, has a long history in the neighborhood, initially established by her father. Haggins now utilizes her event space to host community activities like yoga, Pilates, and crafting workshops. Dyane Johnson, owner of Petworth Cigars, emphasizes the supportive environment fostered by the neighboring businesses.
Black-Owned Business Statistics in D.C.
Data from D.C.’s Department of Small and Local Business Development highlights the significance of Black-owned businesses in the District. The city has the highest concentration of Black-owned businesses in the United States, ranging from 28% to 35%. Black women entrepreneurs are a driving force, leading nearly 40% of Black businesses in D.C. These businesses collectively contribute millions in revenue and jobs to the city’s economy. The Department offers grants and technical support to assist these businesses.
New and Established Businesses
Tisha Brown, owner of Elephant in My Room, which sells curated vintage clothing and household items, has received support from her neighbors and the city. She previously received mentorship from Fia’s Fabulous Finds and started her business with a single rack of clothes five years ago. Michelle Smith, owner of Cookie Wear, a long-standing D.C. business, has been curating urban retro-inspired clothing and accessories for over 20 years. Cookie Wear has been located in Petworth for 25 years.
Available Grants and Funding
D.C. is offering several grants to small business owners this month. The Made in DC × ReFashion Market Access Grant provides up to $2,000 in reimbursable grants to eligible creative entrepreneurs, with applications due August 22, 2025. The 2025 Ward 8 Community Investment Fund offers grants of up to $10,000 to resident-operated businesses in Ward 8, with a deadline of August 18, 2025. The FY25 District Capitalized Revolving Fund Manager Grant will award up to three grants totaling $298,000 to financial partners, with applications due August 25, 2025.
