Qatar Advances National Human Rights Action Plan with Focus on Judicial Reform

DOHA, Qatar – Qatar is actively shaping its National Human Rights Action Plan (2026–2030) through a series of high-level consultations, with a significant emphasis on judicial reform and ensuring alignment with international human rights standards.

Led by Minister of State for International Cooperation, HE Maryam bint Ali bin Nasser Al Misnad, these sessions demonstrate Qatar’s dedication to strengthening its human rights framework. A recent meeting, presided over by President of the Supreme Judiciary Council and President of the Court of Cassation, HE Dr. Hassan bin Lahdan Al Mohannadi, brought together key officials and stakeholders to review the core components of the draft plan.

Key Discussion Points: Strengthening Institutions and Upholding the Rule of Law

The discussions revolved around bolstering coordination between national institutions and ensuring that both legislation and public policies adhere to globally recognized human rights frameworks. A central theme was the enhancement of judicial procedures related to human rights, reinforcing the principles of justice and the rule of law. Improving the efficiency of the litigation system was identified as a crucial priority, aimed at more effectively safeguarding individual rights and freedoms.

Officials highlighted recent advancements within Qatar’s judicial sector, including the implementation of clearer timelines for legal proceedings and expanded digital access to court services. These initiatives are designed to foster fairness, transparency, and equal access to justice for all citizens.

The session also explored strategies to strengthen guarantees for access to justice, aligning with international best practices and the broader objectives of Qatar’s national strategy.

Participants concluded by emphasizing the National Action Plan’s importance as a comprehensive framework for advancing human rights protections and guiding future policy development. These consultative meetings are part of an inclusive approach adopted by the national committee responsible for drafting the plan, ensuring diverse perspectives and expertise are incorporated.
