Trump Administration Expands Federal Law Enforcement Powers

Santa Ana, California, experienced a surge of panicked calls to emergency services in June as Immigration and Customs Enforcement (ICE) officers conducted raids. Recordings obtained by ProPublica captured residents’ fear as masked men ambushed people and forced them into unmarked cars, with some calls describing the events as kidnappings.

During a subsequent public meeting, Santa Ana Mayor Valerie Amezcua and the City Council inquired about measures to rein in federal agents, even considering banning masks. However, the police chief stated there was no recourse, and complaints to the Department of Homeland Security were unlikely to succeed due to the dismantling of relevant oversight offices.

Since then, Amezcua has acknowledged a lack of limits on federal agents’ actions to achieve President Trump’s mass deportation goals. Santa Ana has become a template for larger raids and more violent arrests in Chicago and elsewhere.

Current and former national security officials share Amezcua’s concerns, describing legions of masked ICE officers operating with near-total anonymity as a crossing of a line. They view ICE as an unfettered and unaccountable national police force, a transformation that unfolded rapidly with the dismantling of civil rights guardrails and the encouragement of aggressive enforcement tactics.

One former senior DHS official expressed worry that this force could eventually be turned against any groups the administration labels a threat.

The administration has significantly reduced the scope of the Office for Civil Rights and Civil Liberties (CRCL), which previously investigated allegations of misconduct and provided a measure of transparency. CRCL processed thousands of complaints, including reports of sexual assault at detention centers, before its staffing was drastically reduced.

ICE has received a substantial increase in resources, including $7.5 billion annually for the next four years for recruiting and retention, leading to a hiring blitz with relaxed standards and signing bonuses.

Michelle Brané, a former DHS ombudsman, stated that Trump’s actions reflect an “authoritarian playbook,” characterizing ICE as a “secret police” force. DHS Assistant Secretary for Public Affairs Tricia McLaughlin refuted this characterization, dismissing critics as “far-left champagne socialists.”

The administration has also eliminated the Department of Homeland Security’s Office of the Citizenship and Immigration Services Ombudsman and is expanding detention sites, including facilities with names like “Alligator Alcatraz” and “Cornhusker Clink.”

Political scientist Erica Frantz noted a rapid shift toward authoritarian practices, leaving citizens scrambling to respond.

In Hays County, Texas, ICE apprehended 47 people, including nine children, during a birthday celebration, citing a supposed connection to a Venezuelan gang. However, no evidence supporting this claim has been publicly released.

Months after the raids in Santa Ana, fear persists, with residents hesitant to pick up their children from school. A citizen’s intervention in Downey, where residents confronted ICE officers, temporarily halted an arrest. Video footage of the incident shows residents questioning the officers’ authority and expressing concerns about due process.
