UAE and Ethiopia Strengthen Relations Amid Regional Challenges

Kenya, January 6, 2026 – Ethiopia and the United Arab Emirates have reaffirmed a deepening strategic partnership. The collaboration now encompasses climate diplomacy, water security, regional peace efforts, and humanitarian intervention, addressing overlapping crises in the Horn of Africa including conflict, climate stress, and geopolitical competition.

The renewed commitment followed discussions between Sheikh Shakhboot bin Nahyan Al Nahyan, UAE Minister of State, and Ethiopian officials, as detailed in a joint statement released by Ethiopia’s Ministry of Foreign Affairs.

Climate Diplomacy

Discussions centered on climate cooperation, building upon the outcomes of COP28 and the UAE Consensus. The UAE pledged to work closely with Ethiopia in preparation for Ethiopia’s hosting of COP32, aiming for an ambitious climate outcome. Ethiopia views hosting COP32 as an opportunity to highlight African climate priorities, including climate finance, adaptation funding, and loss-and-damage mechanisms. The UAE, a key climate broker during COP28, seeks to extend its influence through partnerships with climate-vulnerable regions like the Horn of Africa.

Water Security

Water security was a significant topic, with both countries focusing on the 2026 UN Water Conference, to be co-hosted by the UAE and Senegal. The conference aims to accelerate the implementation of Sustainable Development Goal 6, Clean Water and Sanitation, addressing challenges in Africa related to climate change, population growth, and infrastructure. The UAE’s investments in water technology and innovation were noted, with Ethiopia identified as a potential partner in scaling sustainable water solutions across East Africa. Ethiopia’s reliance on climate-sensitive water systems aligns with its development and resilience strategies.

Sudan Crisis

The ongoing civil war in Sudan, currently a major humanitarian crisis, significantly influenced the talks. Both Ethiopia and the UAE referenced their joint role, alongside IGAD and the African Union, in convening the High-Level Humanitarian Conference for the People of Sudan during the AU Summit in February 2025.
