UN Report Author Faces Scrutiny Over Criticism of Israel

Francesca Albanese, the UN Special Rapporteur for human rights in Palestine, recently faced a campaign of disinformation and criticism following a presentation she gave in Doha, Qatar. The controversy stemmed from a doctored video circulating online that misrepresented her remarks regarding the situation in Gaza and international law.
The Presentation and Subsequent Editing
On February 7, Francesca Albanese presented to a media forum organized by Al Jazeera, discussing the role of international law in addressing human rights violations. She criticized Western states and corporations for supporting Israel and condemned Western media for amplifying what she described as Israel’s “pro-apartheid and genocidal narrative.” A doctored version of her presentation was subsequently posted on YouTube by UN Watch, a Geneva-based organization known for criticizing the United Nations’ scrutiny of Israel’s occupation of Palestinian territory. The edited video presented Albanese as stating that Israel was “the common enemy of humanity,” a claim she denies.
International Condemnation and Calls for Resignation
Following the release of the edited video, several foreign ministers from European countries, including France, Germany, Italy, Czechia, and Austria, publicly called for Albanese’s resignation. They condemned her alleged remarks as unacceptable and a threat to Israel. The United Nations Secretary-General, Antonio Guterres, offered no defense of Albanese, stating that the UN “doesn’t agree with much of what she says.”
Albanese’s Response and Support
Albanese refuted the claim that she called Israel “the common enemy of humanity,” referencing the full transcript of her presentation. She highlighted the ongoing campaign of attacks against her, particularly following her reports on the genocide in Gaza and the complicity of corporations like Microsoft and Amazon. International civil society organizations, including Artists for Palestine and former European ambassadors and diplomats, issued statements of support for Albanese. Amnesty International also condemned the attacks, criticizing the European foreign ministers for their response and contrasting it with their approach to the Israeli genocide in Gaza.
UN Watch and its Role
UN Watch, the organization responsible for the doctored video, presents itself as a human rights organization but is frequently accused of ardently defending Israel. It has been criticized for its refusal to disclose its funders and for targeting UN officials, human rights organizations, and countries critical of Israel, often labeling them as antisemitic. The organization has also faced scrutiny for its attacks on previous UN special rapporteurs on Palestine and its reports on UNRWA.
Sanctions and International Law
In July 2025, U.S. Secretary of State Marco Rubio sanctioned Albanese, claiming she threatened U.S. national interests and sovereignty. This unprecedented action, which effectively freezes Albanese out of the international banking system, has been condemned by numerous UN human rights experts as a violation of international law, including the 1946 Convention on the Privileges and Immunities of the United Nations. These experts emphasized that the targeting of Albanese is linked to the ongoing human rights abuses against Palestinians and efforts to delegitimize those who defend their rights.
