Uzbekistan: ICJ and the Academy of Justice launch a course on international human rights law in the administration of justice

On 9 October 2026, the International Commission of Jurists (ICJ) and the Academy of Justice of the Republic of Uzbekistan launched the course “International Human Rights Law in Ensuring the Administration of Justice” at the Academy in Tashkent. The course is designed to strengthen the capacity of future judges to apply international human rights law and standards in judicial practice.

The course consists of five modules, which move from the general foundations of international human rights law to the specific rights and guarantees in the administration of justice. The first module introduces the sources and core principles of international law and the UN human rights mechanisms. The following modules address the right to liberty and habeas corpus, the absolute prohibition of torture and the exclusion of evidence obtained by coercion, the right to a fair trial, including legal aid and the right to legal representation, and the principle of legality in criminal law.

The course aims to ensure that participants know the content of international human rights law and standards, and are able to apply them in their own judicial practice.

Background

The ICJ has worked with the Academy of Justice, and before it the Higher School of Judges, on the teaching of international human rights law to future judges since 2023. The new course complements that programme of work with a dedicated treatment of the rights and guarantees that judges apply in criminal proceedings and in decisions on deprivation of liberty.
