Written by on February 14, 2026

Vice President Sebastien Pillay represented President Patrick Herminie at the Conference of African Heads of State and Government on Climate Change (CAHOSCC) meeting yesterday. Pillay, speaking on behalf of Seychelles as Chair of the African Island States Climate Commission (AISCC), urged African nations to move beyond pledges and focus on achieving tangible results in addressing climate change.

Climate Change Concerns

Vice President Pillay expressed concern that current global efforts are inadequate to safeguard vulnerable nations from the increasing risks of rising sea levels and flooding. He highlighted the need for more substantial action to protect African nations.

Seychelles’ Climate Finance Initiatives

Pillay presented Seychelles’ experience in climate finance, noting the country’s successful implementation of a debt-for-nature swap to support its blue economy. He encouraged other African Member States to adopt similar practical measures to promote sustainable development.

Key Pillars for African Climate Strategy

To ensure that commitments lead to measurable progress, Pillay underscored the importance of two key elements for African climate strategy. These include enhanced national budgeting, with a focus on integrating climate resilience into domestic fiscal planning, and resource mobilization, emphasizing the need to increase reliance on domestic funding to secure Africa’s environmental future.

CAHOSCC and AISCC Roles

The meeting was presided over by Kenyan President William Ruto. CAHOSCC serves as the leading body for developing the African Common Position on Climate Change, facilitating a unified African voice in international climate negotiations. The AISCC provides a platform for African island nations to collaborate on specific environmental challenges and resource security issues.
