Tracking technology may curb gun violence in South Africa

The South African Police Service (SAPS) regularly reports on anti-crime operations, often citing significant arrest numbers and firearms seized. However, these successes are juxtaposed with ongoing concerns regarding the loss and theft of state-issued firearms, potentially fueling criminal activity.

Firearm Losses and Thefts

SAPS reports indicate that an average of 1,800 government-issued firearms are lost or stolen annually. Over the past five years, more than 3,400 SAPS firearms have been reported missing, with only 559 subsequently recovered. Between late 2023 and early 2024, 371 police firearms and 17 assault rifles were lost, alongside 29,128 rounds of ammunition. These missing weapons are believed to contribute to illicit markets and equip criminals with high-caliber firearms.

Current Management Practices

The SAPS currently relies on paper trails, bi-annual inspections, and firearm retention cords to manage its arsenal. These methods are considered to have limitations, as paper records do not guarantee firearm location and retention cords can be compromised.

Peacemaker: A Technological Solution

Vodacom Business, through its subsidiaries Mezzanine and IoT.nxt, has developed Peacemaker, a firearm management system utilizing Internet of Things (IoT) technology. The system provides real-time visibility of firearms via a secure cloud platform, allowing commanders to track location and status, and detect discharge events. If a weapon is stolen, it can be tracked and potentially recovered.

Peacemaker acts as both a recovery tool and a deterrent against unauthorized use. It creates a trail of accountability, flagging unusual activity that may indicate diversion into illegal channels. The system transforms firearms into data points, enabling proactive monitoring rather than reactive reporting. Potential benefits of widespread adoption include crippling the diversion of state guns to criminals, revolutionizing incident response and officer safety, and restoring public trust.

The adoption of Peacemaker by the government represents a strategic opportunity for Vodacom. It would solidify Vodacom’s role in building a digital society and provide a significant, recurring revenue stream through device connectivity, platform licensing, and data analytics. Success in South Africa could also lead to export opportunities for the solution.
