Horn of Africa leaders open Shabeely Resort in Somali Region

The leaders of Somalia, Ethiopia, and Djibouti jointly inaugurated Shabeely Resort on Saturday. The resort is located in Ethiopia’s Somali Region and is intended to promote regional integration.

The inauguration ceremony was attended by Somali President Hassan Sheikh Mohamud, Ethiopian Prime Minister Abiy Ahmed, and Djibouti President Ismail Omar Guelleh. Shabeely Resort is a key development within the Dine for Generations initiative, encompassing 385 hectares. The project aims to expand tourism, trade, and cross-border connectivity.
Strategic Importance of the Horn of Africa
Ethiopian authorities state that these projects are part of a long-term strategy to establish the Horn of Africa as a center for economic cooperation. Despite historical conflict, political fragmentation, and underinvestment, the region’s location connecting the Red Sea, the Gulf of Aden, and inland East Africa is considered strategically important.
Ethiopia’s Development Initiatives
Prime Minister Abiy Ahmed has frequently used the launch of significant projects to demonstrate Ethiopia’s development goals and regional engagement. Previous invitations to neighboring leaders, including Somali officials, have been extended for infrastructure milestones such as the Grand Ethiopian Renaissance Dam. Operations of the dam were temporarily suspended last year, contributing to regional concerns regarding shared resources.
Diplomatic Context
The inauguration occurred during a period of evolving diplomatic relations. Relations between Somalia and Ethiopia have improved recently following tensions related to an agreement between Ethiopia and Somaliland. However, Ethiopian officials have voiced concerns about Somalia’s increasing ties with Egypt, a regional rival with competing interests in the Nile basin.
Showcasing Cultural Heritage
Project developers characterize Shabeely Resort as a representation of the Somali Region’s cultural heritage, blending modern design with traditional aesthetics. Officials state that developments like Shabeely are designed to diversify Ethiopia’s economy and support Prime Minister Abiy’s objective of establishing Ethiopia as a leading African tourist destination.
