The Kenya Revenue Authority (KRA) has clarified that suppliers doing business with government entities can use valid invoices generated through both the Electronic Tax Invoice Management System (eTIMS) and the Tax Invoice Management System (TIMS) under the integrated government payment system.
In a notice dated October 15, 2026, KRA, in collaboration with the National Treasury, said the integration supports the validation of tax invoices from both systems before payments proceed through the Integrated Financial Management Information System (IFMIS).
The authority noted that the suppliers are not restricted to eTIMS invoices alone, provided their TIMS or eTIMS invoices are valid and meet the applicable verification requirements.
“The Kenya Revenue Authority (KRA), in collaboration with the National Treasury, wishes to clarify that the integration between the Electronic Tax Invoice Management System (eTIMS) and the Integrated Financial Management Information System (IFMIS) supports the validation of tax invoices generated through both the Electronic Tax Invoice Management System (eTIMS) and the Tax Invoice Management System (TIMS),” read part of the statement.

According to KRA, the integration is designed to improve transparency and accountability in government transactions while streamlining invoice verification and payment processes.
The system also supports tax compliance by enabling the automated verification of tax invoices submitted by suppliers.
KRA and the National Treasury said they remained committed to supporting government entities and suppliers in adopting and using the integrated system to facilitate invoice validation and the timely processing of legitimate payments.

About IFMIS
The Integrated Financial Management Information System (IFMIS) is an Oracle-based Enterprise Resource Planning (ERP) platform Kenya’s national and county governments use to manage public finances.
The system automates key financial operations, including budgeting, procurement, payments and financial reporting.
IFMIS supports the digitization of government financial processes by replacing manual records and paperwork with electronic tracking of transactions. It also helps government entities monitor expenditure against approved budget allocations.

The system includes several functional modules that cover different stages of public financial management. The Plan to Budget module supports government planning and budget preparation, while the Procure to Pay module manages procurement processes, supplier invoice submissions and payments through the Kenya Supplier Portal.
Other functions include Revenue to Cash, which supports financial transactions and integrations with other government systems, and Record to Report, which facilitates the preparation of financial statements and maintenance of audit trails.
Businesses seeking to supply goods or services to government entities must register through the IFMIS supplier portal and provide the required documentation, including a Kenya Revenue Authority PIN, a tax compliance certificate, and a business registration certificate.
Government transactions also pass through multiple approval stages within the relevant accounting units, providing internal controls for the authorization and processing of public expenditure.
