Djibouti President Ismail Omar Guelleh inaugurated the International Climate Adaptation Forum (ICAF 2026) on Monday, January 19, 2026. The three-day forum is focused on addressing environmental challenges in the Horn of Africa.

Forum Objectives

ICAF 2026, scheduled to run until January 21, has convened national and international stakeholders. Participants include climate experts, development partners, and government officials. The primary goal is to formulate strategies to combat recurring droughts and water scarcity in the region.

Presidential Address

During the opening ceremony in Djibouti City, President Guelleh stated that climate change presents a significant and ongoing challenge for the Horn of Africa. He highlighted adaptation as a central element of Djibouti’s national development strategy, emphasizing its importance for food security and coastal protection.

Doctoral Alliance for Climate Launch

Concurrent with the forum, President Guelleh announced the launch of the Doctoral Alliance for Climate. This research initiative aims to educate a new cohort of African scientists. The alliance intends to promote collaboration between African, Southern, and Northern nations to strengthen scientific capabilities and facilitate knowledge exchange.
