The House Appropriations Committee released a final package of four full-year appropriations bills this morning. If passed, this would complete the House’s work on government funding for the year.
This package covers Fiscal Year 2026 (through September 30) and includes funding for the Defense, Homeland Security, Labor, Health and Human Services, Education, Transportation, and Housing and Urban Development departments.
Immigration and Customs Enforcement Funding
The spending package includes funding for Immigration and Customs Enforcement (ICE). Many Democrats, particularly progressives, have advocated for withholding funding to ICE until reforms are implemented. Rosa DeLauro, the committee’s top Democrat, addressed these concerns in a statement.
“I understand that many of my Democratic colleagues may be dissatisfied with any bill that funds ICE,” she said. “I share their frustration with the out-of-control agency. I encourage my colleagues to review the bill and determine what is best for their constituents and communities.”
DeLauro added that the bill includes steps in the right direction, such as cutting ICE enforcement and removal operations and reducing the number of detention beds, but does not include broader reforms Democrats proposed.
The legislation allocates $20,000,000 for the procurement, deployment, and operations of body-worn cameras for ICE agents. It also includes a policy encouraging the Department of Homeland Security (DHS) to develop and implement a standardized uniform policy for domestic law enforcement operations to ensure law enforcement officers are clearly identifiable as federal agents.
DeLauro stated that Republican leaders have promised a separate vote on the Homeland Security portion of the package. Reactions from Democrats are expected today, including potential direction from Minority Leader Hakeem Jeffries regarding how the caucus will vote.
Legislative Outlook
The House is expected to take up this package on the floor later this week. The House has passed eight of the 12 required full-year funding bills. Completing this package would finalize the appropriations work for the chamber. The Senate has passed six of 12.
